AN ACT CONCERNING EMERGENCY EXPENSE GRANT PROGRAMS 
AT PUBLIC INSTITUTIONS OF HIGHER EDUCATION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 10a of the general statutes be amended to allow public 1 
institutions of higher education to establish an emergency expense 2 
grant program to provide one-time grants to students who experience 3 
unexpected financial hardships that impede such students' ability to 4 
complete his or her degree, including, but not limited to, childcare, 5 
medical care or transportation expenses. 6 
Statement of Purpose:   
To provide one-time emergency expense grants to students who 
experience unexpected financial hardships that impede such students' 
ability to complete their degree.
