LCO No. 5640 1 of 3 General Assembly Committee Bill No. 5833 January Session, 2019 LCO No. 5640 Referred to Committee on HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT Introduced by: (HED) AN ACT ESTABLISHING A PILOT PROGRAM FOR TH E EXPANSION OF ADVANCED MANUFACT URING CERTIFICATE PROGRAMS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2019) (a) On or before January 1, 1 2020, the Board of Regents for Higher Education shall establish a pilot 2 program for the expansion of the advanced manufacturing certificate 3 programs offered by the regional community-technical colleges to 4 eight public high schools in the state, which will function as satellite 5 locations of the advanced manufacturing centers located at such 6 colleges. The board shall (1) prescribe the form and manner in which 7 local or regional boards of education may apply to the board to 8 participate in the pilot program, (2) establish the criteria to be used by 9 the board in selecting the public high schools to participate in the pilot 10 program, which shall include, but need not be limited to, prioritizing 11 the placement of such advanced manufacturing certificate programs in 12 areas of the state where (A) there is a need for a workforce trained in 13 advanced manufacturing, (B) there are economically distressed 14 municipalities, (C) residents do not have access to advanced 15 manufacturing certificate programs within close proximity, and (D) 16 Committee Bill No. 5833 LCO No. 5640 2 of 3 there is sufficient space in a public high school to operate an advanced 17 manufacturing certificate program, and (3) explore the means of 18 funding the pilot program through public-private partnerships, grant 19 programs, federal funds or state funds through the Workforce 20 Investment Boards, the Department of Economic and Community 21 Development's college connections program, the Manufacturing 22 Innovations Fund and the Office of Apprenticeships. 23 (b) Any local or regional board of education, separately or jointly 24 with other local or regional boards of education in the surrounding 25 area, may apply to participate in the pilot program in the form and 26 manner prescribed by the Board of Regents for Higher Education. Each 27 local or regional board of education selected to participate in the pilot 28 program, whether separately or jointly, shall enter into a 29 memorandum of understanding for the operation of the advanced 30 manufacturing center satellite location with the regional community-31 technical college that serves the area in which the board is located, as 32 such areas are described in section 10a-78 of the general statutes. Such 33 memorandum of understanding shall include, but need not be limited 34 to, (1) the number of high school and college credits the students 35 enrolled in the advanced manufacturing certificate program may earn 36 after successful completion of such program, (2) operating hours and 37 staffing levels for the advanced manufacturing center satellite location, 38 and (3) the standards for student admission and the process for 39 application to the advanced manufacturing certificate program. 40 (c) Not later than the start of the fall semester in 2020, and for each 41 academic semester thereafter, each advanced manufacturing center 42 satellite location approved by the Board of Regents for Higher 43 Education shall enroll (1) public high school students in grade eleven 44 or twelve from the school districts of the local or regional board or 45 boards of education that have entered into the memorandum of 46 understanding pursuant to subsection (b) of this section, to 47 simultaneously earn high school credits from the public high school in 48 which the student is enrolled and college credits and an advanced 49 Committee Bill No. 5833 LCO No. 5640 3 of 3 manufacturing certificate from the regional community-technical 50 college that operates the advanced manufacturing center satellite 51 location, and (2) adults for classes during the evening and weekend 52 hours to earn an advanced manufacturing certificate from the regional 53 community-technical college that operates the advanced 54 manufacturing center satellite location. 55 (d) Not later than January 1, 2021, and annually thereafter, the 56 Board of Regents for Higher Education shall report, in accordance with 57 the provisions of section 11-4a of the general statutes, to the joint 58 standing committee of the General Assembly having cognizance of 59 matters relating to higher education and employment advancement on 60 the operation and effectiveness of the pilot program and any 61 recommendations to expand the pilot program. 62 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 New section Statement of Purpose: To establish a pilot program to expand advanced manufacturing certificate programs offered by regional community-technical colleges to eight public high schools throughout the state.
