AN ACT ESTABLISHING A PILOT PROGRAM FOR THE EXPANSION
OF ADVANCED MANUFACT URING CERTIFICATE PROGRAMS .
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (NEW) (Effective July 1, 2019) (a) On or before January 1, 1
2020, the Board of Regents for Higher Education shall establish a pilot 2
program for the expansion of the advanced manufacturing certificate 3
programs offered by the regional community-technical colleges to 4
public high schools in the state, which public high schools shall 5
function as satellite locations of the advanced manufacturing centers 6
located at such colleges. The board shall (1) prescribe the form and 7
manner in which local or regional boards of education may apply to 8
the board to participate in the pilot program, (2) establish the criteria to 9
be used by the board in selecting up to eight public high schools to 10
participate in the pilot program, which shall include, but need not be 11
limited to, prioritizing the placement of such advanced manufacturing 12
certificate programs in areas of the state where (A) there is a need for a 13
workforce trained in advanced manufacturing, (B) there are 14
economically distressed municipalities, (C) residents do not have 15
access to advanced manufacturing certificate programs within close 16
proximity to their homes, and (D) there is sufficient space in a public 17
high school to operate an advanced manufacturing certificate program, 18
and (3) explore the means of funding the pilot program through 19
public-private partnerships, grant programs, federal funds or state 20 Substitute Bill No. 5833

funds through the Workforce Investment Boards, any relevant 21
program of the Department of Economic and Community 22
Development, the Connecticut Manufacturing Innovation Fund and 23
the Labor Department's office of apprenticeship training. 24
(b) Any local or regional board of education, separately or jointly 25
with other local or regional boards of education in the surrounding 26
area, may apply to participate in the pilot program in the form and 27
manner prescribed by the Board of Regents for Higher Education. Each 28
local or regional board of education selected to participate in the pilot 29
program, whether separately or jointly, shall enter into a 30
memorandum of understanding for the operation of the advanced 31
manufacturing center satellite location with the regional community-32
technical college that serves the area in which the board is located, as 33
such areas are described in section 10a-78 of the general statutes. Such 34
memorandum of understanding shall include, but need not be limited 35
to, (1) the number of high school and college credits the students 36
enrolled in the advanced manufacturing certificate program may earn 37
after successful completion of such program, (2) operating hours and 38
staffing levels for the advanced manufacturing center satellite location, 39
and (3) the standards for student admission and the process for 40
application to the advanced manufacturing certificate program. 41
(c) Beginning in the fall semester in 2020, and for each academic 42
semester thereafter, each advanced manufacturing center satellite 43
location approved by the Board of Regents for Higher Education shall 44
enroll (1) public high school students in grade eleven or twelve from 45
the school districts of the local or regional board or boards of 46
education that have entered into the memorandum of understanding 47
pursuant to subsection (b) of this section, to simultaneously earn high 48
school credits from the public high school in which the student is 49
enrolled and college credits and an advanced manufacturing certificate 50
from the regional community-technical college that operates the 51
advanced manufacturing center satellite location, and (2) adults for 52
classes during the evening and weekend hours to earn an advanced 53 Substitute Bill No. 5833

manufacturing certificate from the regional community-technical 54
college that operates the advanced manufacturing center satellite 55
location. 56
(d) Not later than January 1, 2021, and annually thereafter, the 57
Board of Regents for Higher Education shall report, in accordance with 58
the provisions of section 11-4a of the general statutes, to the joint 59
standing committees of the General Assembly having cognizance of 60
matters relating to higher education and employment advancement 61
and education on the operation and effectiveness of the pilot program 62
and any recommendations to expand the pilot program. 63
This act shall take effect as follows and shall amend the following
sections:
