AN ACT CONCERNING SOCIAL MEDIA SITES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 42-288a of the general statutes be amended to require 1 
that a social media site operating in this state offer an opt-out option 2 
for the site's user, such that the user may determine whether or not he 3 
or she consents to the social media site accessing the user's personal 4 
contact list for reasons of engaging in unsolicited marketing to the 5 
user's contacts, irrespective of whether the user is a subscriber or 6 
nonsubscriber of the social media site. 7 
Statement of Purpose:   
To protect a consumer from having his or her personal contacts 
accessed by a social media site in order to generate unsolicited 
marketing to the consumer's contacts.
