AN ACT CONCERNING BA LLOTS USED AT POLLING PLAC ES THAT 
SERVE MULTIPLE VOTIN G DISTRICTS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 9-250 of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective October 1, 2019): 2 
Ballots shall be furnished by the registrar of voters and shall be 3 
printed (1) in plain clear type, and (2) on material of such size as will 4 
fit the tabulator [, and shall be furnished by the registrar of voters] and, 5 
in the case of ballots used at a single polling place designated to serve 6 
multiple voting districts, of such color as to differentiate the ballots for 7 
each voting district from the ballots for each other voting district. The 8 
size and style of the type used to print the name of a political party on 9 
a ballot shall be identical with the size and style of the type used to 10 
print the names of all other political parties appearing on such ballot. 11 
The name of each major party candidate for a municipal office, as 12 
defined in section 9-372, except for the municipal offices of state 13 
senator and state representative, shall appear on the ballot as 14 
authorized by each candidate. The name of each major party candidate 15

for a state or district office, as defined in section 9-372, or for the 16 
municipal office of state senator or state representative shall appear on 17 
the ballot as it appears on the certificate or statement of consent filed 18 
under section 9-388, subsection (b) of section 9-391, or section 9-400 or 19 
9-409. The name of each minor party candidate shall appear on the 20 
ballot as authorized by each candidate. The name of each nominating 21 
petition candidate shall appear on the ballot as it is verified by the 22 
town clerk on the application filed under section 9-453b. The size and 23 
style of the type used to print the name of a candidate on a ballot shall 24 
be identical with the size and style of the type used to print the names 25 
of all other candidates appearing on such ballot. Such ballot shall 26 
contain the names of the offices and the names of the candidates 27 
arranged thereon. The names of the political parties and party 28 
designations shall be arranged on the ballots and followed by the word 29 
"party", either in columns or horizontal rows as set forth in section 9-30 
249a, immediately adjacent to the column or row occupied by the 31 
candidate or candidates of such political party or organization. The 32 
ballot shall be printed in such manner as to indicate how many 33 
candidates the elector may vote for each office, provided in the case of 34 
a town adopting the provisions of section 9-204a, such ballot shall 35 
indicate the maximum number of candidates who may be elected to 36 
such office from any party. If two or more candidates are to be elected 37 
to the same office for different terms, the term for which each is 38 
nominated shall be printed on the official ballot as a part of the title of 39 
the office. If, at any election, one candidate is to be elected for a full 40 
term and another to fill a vacancy, the official ballot containing the 41 
names of the candidates in the foregoing order shall, as a part of the 42 
title of the office, designate the term which such candidates are 43 
severally nominated to fill. No column, under the name of any political 44 
party or independent organization, shall be printed on any official 45 
ballot, which contains more candidates for any office than the number 46 
for which an elector may vote for that office.  47

This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2019 9-250 
 
Statement of Purpose:   
To differentiate voting districts' ballots by color when multiple voting 
districts are served by a single polling place.
