AN ACT CONCERNING ELECTION DAY AND PRIMARY DAY 
REGISTRATION, ELECTION TRANSPARENCY AND ELECTION 
SECURITY. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 9 of the general statutes be amended to (1) allow 1 
applicants in line for election day registration prior to eight o'clock 2 
p.m. to be admitted as electors and cast a vote in a regular election, (2) 3 
provide election officials additional time to process any such 4 
applicants, (3) apply such changes, as well as those other procedures at 5 
regular elections for elector registration, party enrollment and voting, 6 
to primaries, (4) require that ballots and certain other materials used at 7 
an election or primary be sealed for specified periods of time, and (5) 8 
provide that, after the post-election or post-primary canvass has been 9 
temporarily interrupted, the registrars of voters of the town shall 10 
provide public notice of when canvassing is to resume. 11 
Statement of Purpose:   
To (1) apply election day registration procedures to primary day, (2) 
allow applicants for election day or primary day registration to be  Proposed Bill No.  6058

admitted if in line by eight o'clock p.m., (3) provide additional time for 
election officials to process such applicants, (4) afford greater 
opportunity for the public to observe delayed vote-counting 
procedures, and (5) require post-election and post-primary sealing of 
ballots and certain other election materials.
