LCO No. 1594 1 of 1 General Assembly Proposed Bill No. 6066 January Session, 2019 LCO No. 1594 Referred to Committee on GOVERNMENT ADMINISTRATION AND ELECTIONS Introduced by: REP. FRANCE, 42nd Dist. AN ACT CONCERNING REJECTION OF ABSENTEE BALLOTS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 145 of the general statutes be amended to provide that 1 (1) for each primary, election or referendum occurring in 2019 or 2020, 2 the town clerk in each municipality shall maintain a list of each 3 rejected absentee ballot and the reason for such rejection, providing a 4 separate count of all rejections for each such reason, (2) such town 5 clerk shall transmit such list to the Secretary of the State not later than 6 thirty days after any such primary, election or referendum, and (3) the 7 Secretary shall compile all such lists from all such town clerks into a 8 single report, which report shall be submitted to the joint standing 9 committee of the General Assembly having cognizance of matters 10 relating to elections and shall include any recommendation for 11 legislation on simplifying the administration of absentee voting. 12 Statement of Purpose: To require (1) town clerks to track the numbers of absentee ballot rejections in 2019 and 2020 and the reasons therefor, (2) town clerks to transmit such information to the Secretary of the State, and (3) the Secretary to submit a report including such information and recommendations for legislation to the General Assembly.
