AN ACT CONCERNING A PLAN FOR THE RETENTION OF STUDENTS 
STUDYING SCIENCE, TECHNOLOGY, ENGINEERIN G AND 
MATHEMATICS AT PUBLI C INSTITUTIONS OF HIGHER EDUCATION.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2019) (a) Not later than January 1, 1 
2020, the Board of Trustees of The University of Connecticut and the 2 
Board of Regents for Higher Education shall each establish a program 3 
to provide support and resources for the retention of students 4 
studying science, technology, engineering and mathematics at the 5 
public institutions of higher education within each board's jurisdiction. 6 
Such program for each public institution of higher education shall 7 
include, but need not be limited to, (1) a plan to identify at-risk 8 
students studying science, technology, engineering and mathematics 9 
before any such student fails to successfully complete a course, course 10 
of study or degree program or terminates his or her enrollment at the 11 
institution, (2) the establishment of work-study opportunities for 12 
students studying science, technology, engineering and mathematics to 13 
offer weekly tutoring sessions to other students at the institution, (3) 14 
the implementation of adaptive learning technologies in introductory 15  Committee Bill No. 6072

level science, technology, engineering and mathematics courses, and 16 
(4) the provision of academic advisors to such students with the goal of 17 
achieving the ratio of three hundred twenty students studying science, 18 
technology, engineering and mathematics to one academic advisor for 19 
such students. As used in this subsection, "adaptive learning 20 
technology" means a computer-based or online educational system 21 
that modifies the presentation of material in response to student 22 
performance. 23 
(b) Not later than January 1, 2021, and annually thereafter, the 24 
Board of Trustees of The University of Connecticut and the Board of 25 
Regents for Higher Education shall each report, in accordance with the 26 
provisions of section 11-4a of the general statutes, to the joint standing 27 
committee of the General Assembly having cognizance of matters 28 
relating to higher education and employment advancement on the 29 
program established pursuant to subsection (a) of this section. 30 
This act shall take effect as follows and shall amend the following 
sections:
