AN ACT CONCERNING FORMER HOMEOWNER ELIGIBILITY FOR FINANCIAL ASSISTANCE FOR CRUMBLING CONCRETE FOUNDATIONS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That titles 8 and 38a of the general statutes be amended to require 1 that the captive insurance company established pursuant to section 2 38a-91vv of the general statutes provide financial assistance to a 3 former homeowner if, during the period beginning on January 1, 1983, 4 and ending on February 1, 2019, the former homeowner (1) owned a 5 residential building in this state with a concrete foundation that 6 deteriorated due to the presence of pyrrhotite, (2) paid to repair or 7 replace such foundation due to such deterioration, and (3) conveyed 8 title to such building to another person. 9 Statement of Purpose: To expand to certain former homeowners eligibility to receive financial assistance for crumbling concrete foundations.
