AN ACT OMITTING CERTAIN PAY FROM A STATE EMPLOYEE'S
FINAL AVERAGE SALARY CALCULATION ON OR AFTER JULY 1,
2027.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to provide that, for officers 1
and employees of the executive branch, the constituent units of higher 2
education, the Board of Regents for Higher Education, officers and 3
employees of the Judicial Department and employees of the legislative 4
branch who retire on or after July 1, 2027, regardless of their date of 5
hire, payments for overtime worked shall be excluded from the 6
determination of retirement income and that on and after July 1, 2027, 7
the inclusion of payments for overtime worked in the determination of 8
retirement income for which state employees who are members of the 9
state employees retirement system are eligible shall not be subject to 10
collective bargaining negotiations. 11
Statement of Purpose:
To omit overtime pay from a state employee's final average salary
calculation on or after July 1, 2027.
