AN ACT CONCERNING A STUDY OF MEDICAID-FUNDED STATE 
PROGRAMS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) The Commissioner of Social 1 
Services shall conduct a study of Medicaid-funded state programs 2 
administered under Title XIX of the Social Security Act, as amended 3 
from time to time. Such study shall include, but need not be limited to, 4 
a report on: (1) Factors the commissioner deems pertinent to quality of 5 
care; (2) whether there are any gaps in access by eligible residents; and 6 
(3) whether any provisions of the programs need to be changed to 7 
conform with requirements of the Patient Protection and Affordable 8 
Care Act, P.L. 111-148, as amended from time to time. 9 
(b) Not later than July 1, 2020, the commissioner shall report the 10 
results of the study, in accordance with the provisions of section 11-4a 11 
of the general statutes, to the joint standing committees of the General 12 
Assembly having cognizance of matters relating to aging and human 13 
services. Such report may include the commissioner's 14 
recommendations for addressing any identified gaps in the provision 15

services. 17 
This act shall take effect as follows and shall amend the following 
sections:
