LCO No. 1755 1 of 2 General Assembly Raised Bill No. 6175 January Session, 2019 LCO No. 1755 Referred to Committee on AGING Introduced by: (AGE) AN ACT CONCERNING A STUDY OF THE STATE'S LONG-TERM CARE NEEDS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) The Commissioner of Social 1 Services shall conduct a study of the state's long-term care needs to 2 determine whether existing programs and strategies are sufficient. 3 (b) The study shall include, but need not be limited to: (1) For 4 calendar year 2018, the number of state residents who were sixty-five 5 years of age or older; (2) for calendar year 2022, the projected number 6 of state residents who will be sixty-five years of age or older; (3) for 7 calendar year 2018, the number of state residents with disabilities who 8 required long-term care; (4) for calendar year 2022, the projected 9 number of state residents with disabilities who will require long-term 10 care; (5) for calendar years 2013 to 2018, inclusive, the number of 11 residents removed from institutionalized settings to home and 12 community-based settings under the Money Follows the Person 13 demonstration project established pursuant to section 17b-369 of the 14 general statutes; (6) for calendar years 2013 to 2018, inclusive, the 15 Raised Bill No. 6175 LCO No. 1755 2 of 2 savings realized in state expenditures on long-term care related to the 16 Money Follows the Person demonstration project; and (7) for calendar 17 year 2022, the projected number of persons who will require long-term 18 care. 19 (c) Not later than July 1, 2020, the Commissioner of Social Services, 20 in accordance with the provisions of section 11-4a of the general 21 statutes, shall report the results of the study done pursuant to 22 subsections (a) and (b) of this section to the joint standing committees 23 of the General Assembly having cognizance of matters relating to 24 aging and human services. Such report may include the 25 commissioner's recommendations for addressing identified gaps in the 26 provision of long-term care and improving access to such long-term 27 care. 28 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To require the Commissioner of Social Services to study whether long- term care needs are being adequately addressed.
