AN ACT ALLOWING EMER GENCY MEDICAL TECHNICIANS TO 
ADMINISTER EPINEPHRINE WITHOUT THE USE O F AUTOMATIC 
PREFILLED CARTRIDGE INJECTORS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 19a-197a of the general statutes is repealed and 1 
the following is substituted in lieu thereof (Effective October 1, 2019): 2 
(a) As used in this section, "emergency medical technician" means 3 
(1) any class of emergency medical technician certified under 4 
regulations adopted pursuant to section 20-206oo, including, but not 5 
limited to, any advanced emergency medical technician, and (2) any 6 
paramedic licensed pursuant to section 20-206ll. 7 
(b) Any emergency medical technician who has been trained, in 8 
accordance with national standards recognized by the Commissioner 9 
of Public Health, in the administration of epinephrine [using automatic 10 
prefilled cartridge injectors or similar automatic injectable equipment] 11 
and who functions in accordance with written protocols and the 12 
standing orders of a licensed physician serving as an emergency 13 
department director may administer epinephrine. [using such injectors 14

or equipment.] All emergency medical technicians shall receive such 15 
training. All licensed or certified ambulances shall be equipped with 16 
epinephrine [in such injectors or equipment which] that may be 17 
administered in accordance with written protocols and standing orders 18 
of a licensed physician serving as an emergency department director. 19 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To reduce municipal costs for emergency medical services by allowing 
the administration of epinephrine without automatic prefilled 
cartridge injectors.
