AN ACT PROHIBITING THE SALE OF FLAVORED ELE CTRONIC
CIGARETTE LIQUID.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (NEW) (Effective July 1, 2019) (a) As used in this section: 1
(1) "Electronic cigarette liquid" has the same meaning as provided in 2
section 53-344b of the general statutes; 3
(2) "Flavoring agent" has the same meaning as provided in section 4
20-617a of the general statutes; and 5
(3) "Retail establishment" has the same meaning as provided in 6
section 19a-106a of the general statutes. 7
(b) On and after January 1, 2020, no retail establishment may sell or 8
offer for sale electronic cigarette liquid to which a flavoring agent or 9
other extract, compound or concentrate has been added for the 10
purpose of flavoring such liquid. 11
(c) Any retail establishment that violates subsection (b) of this 12
section shall be fined not more than two hundred dollars for the first 13

offense, not more than three hundred fifty dollars for a second offense 14
and not more than five hundred dollars for each subsequent offense. 15
(d) The Commissioner of Consumer Protection shall have the power 16
to enforce the provisions of this section. 17
This act shall take effect as follows and shall amend the following
sections:
