LCO No. 5562 1 of 2 General Assembly Committee Bill No. 6429 January Session, 2019 LCO No. 5562 Referred to Committee on ENVIRONMENT Introduced by: (ENV) AN ACT CONCERNING A GRANT-IN-AID PROGRAM FOR MUNICIPALITIES COMBA TING GYPSY MOTH AND EMERALD ASH BORER INFESTATIONS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2019) The Secretary of the Office of 1 Policy and Management shall establish a grant-in-aid program for 2 municipalities that have documented infestations of gypsy moths or 3 emerald ash borers and that have incurred or are projected to incur 4 expenses: (1) In excess of such municipality's customary budgeted 5 expenses for tree removal required to preserve public safety and 6 health, or (2) for gypsy moth or emerald ash borer suppression 7 programs. The secretary may establish criteria for the award of any 8 such grants-in-aid and the manner and form of application for such 9 grants-in-aid. The Commissioner of Energy and Environmental 10 Protection and the Director of the Connecticut Agricultural 11 Experiment Station shall consult with the secretary to identify 12 additional sources of funding for such program, including, but not 13 limited to, any available federal funds. 14 Committee Bill No. 6429 LCO No. 5562 2 of 2 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 New section Statement of Purpose: To assist municipalities with the costs associated with tree removal and suppression programs resulting from gypsy moth and emerald ash borer infestations.
