AN ACT CONCERNING COURT RULINGS ON APPELLATE STAYS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 52-263 of the general statutes be amended to provide 1 
that, in any civil matter, when an appeal has been taken concerning an 2 
order of the court, the judge whose order is being appealed shall not 3 
hear any motion concerning a termination of an appellate stay. 4 
Statement of Purpose:   
To ensure that motions to terminate the stay of an order are not heard 
by the same judge whose order is the subject of an appeal.
