AN ACT CONCERNING TH E PREVENTION OF THE HU MAN 
IMMUNODEFICIENCY VIR US. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 19a-592 of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective July 1, 2019): 2 
(a) Any licensed physician or advanced practice registered nurse 3 
may examine and provide prophylaxis or treatment for human 4 
immunodeficiency virus infection, or acquired immune deficiency 5 
syndrome for a minor, only with the consent of the parents or 6 
guardian of the minor unless the physician or advanced practice 7 
registered nurse determines that notification of the parents or guardian 8 
of the minor will result in treatment being denied or the physician or 9 
advanced practice registered nurse determines the minor will not seek, 10 
pursue or continue treatment if the parents or guardian are notified 11 
and the minor requests that his or her parents or guardian not be 12 
notified. The physician or advanced practice registered nurse shall 13 
fully document the reasons for the determination to provide treatment 14 
without the consent or notification of the parents or guardian of the 15 
minor and shall include such documentation, signed by the minor, in 16

the minor's clinical record. The fact of consultation, examination and 17 
treatment of a minor under the provisions of this section shall be 18 
confidential and shall not be divulged without the minor's consent, 19 
including the sending of a bill for the services to any person other than 20 
the minor until the physician or advanced practice registered nurse 21 
consults with the minor regarding the sending of a bill. As used in this 22 
subsection, "prophylaxis" means the use of medication, but does not 23 
include the administration of any vaccine, to prevent disease. 24 
(b) A minor shall be personally liable for all costs and expenses for 25 
services afforded the minor at his or her request under this section.  26 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To increase access to preventative and prophylactic interventions for 
minors who are at risk of exposure to the human immunodeficiency 
virus.
