AN ACT CONCERNING RE GIONAL COUNCILS OF GOVERNME NTS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 4-124n of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective October 1, 2019): 2 
A regional council of governments shall adopt bylaws for the 3 
conduct of its business and shall annually elect from among the 4 
representatives to the council a chairman, a vice-chairman, a secretary, 5 
a treasurer, who shall be bonded, and such other officers as may be 6 
designated or permitted in the bylaws. The bylaws may provide for 7 
alternate representatives of the council to attend and vote at any 8 
meeting in place of absent representatives and may provide for the 9 
organization of a regional planning commission. No representative 10 
shall be eligible to serve more than two consecutive terms in the same 11 
office. The bylaws shall provide for an executive committee of the 12 
council and an executive committee of the regional planning 13 
commission and may provide for additional committees including 14 
nonvoting advisory committees. Meetings of the council shall be called 15 
by the chairman or as the bylaws shall otherwise provide, and minutes 16

of all meetings of the council, its committees and other official actions 17 
shall be filed in the office of the council and shall be of public record.  18 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2019 4-124n

To make a technical revision to a statute concerning regional councils 
of governments.
