AN ACT CONCERNING SA FETY AND SECURITY IN 
NONGOVERNMENTAL BUIL DINGS AND STRUCTURES .  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective from passage) (a) Not later than January 1, 1 
2020, the Department of Emergency Services and Public Protection 2 
shall develop standards to assist in the development of security and 3 
safety plans for nongovernmental buildings and structures, including 4 
places of worship, that are open to the public and may be potential 5 
targets of mass violence. The standards shall provide an all-hazards 6 
approach to emergencies and include, but need not be limited to, 7 
requirements for: 8 
(1) Involvement of local officials, including the chief executive 9 
officer of the municipality and law enforcement, fire, public health, 10 
emergency management and emergency medical services personnel, in 11 
the development of a plan; 12 
(2) Establishment of an incident command system based on the 13 
federal National Incident Management System and a description of the 14 
responsibilities within such system; 15  Committee Bill No. 6570

(3) Establishment of a security and safety committee; 16 
(4) Crisis management procedures; 17 
(5) Local law enforcement and other local public safety officials to 18 
evaluate, score and provide feedback on fire drills and crisis response 19 
drills conducted pursuant to a plan; 20 
(6) Establishment of procedures for managing various types of 21 
emergencies; 22 
(7) Security and vulnerability assessments every two years and plan 23 
amendments based on the results of such assessments; and 24 
(8) Orientation of employees working at a building or structure on 25 
such plan and violence prevention training as prescribed in such plan. 26 
(b) Not later than January 1, 2020, and annually thereafter, the 27 
department shall submit the security and safety plan standards and 28 
any recommendations for legislation regarding such standards to the 29 
joint standing committee of the General Assembly having cognizance 30 
of matters relating to public safety and security, in accordance with the 31 
provisions of section 11-4a of the general statutes. 32 
(c) The department shall make such standards available to local 33 
officials and owners and occupants of nongovernmental buildings or 34 
structures. The department shall provide advice and technical 35 
assistance regarding safety and security planning to such owners and 36 
occupants when requested and as available resources allow. 37 
This act shall take effect as follows and shall amend the following 
sections:
