AN ACT CONCERNING TH E ISSUANCE OF PARKIN G CITATIONS
BY INDEPENDENT INSTITUTIONS OF HIGHER ED UCATION AND
PRIVATE SECONDARY SCHOOLS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. Subsection (d) of section 14-145 of the general statutes is
repealed and the following is substituted in lieu thereof (Effective from
passage):
(d) No owner or lessee of private property, or his or her agent, shall
issue a parking citation by written warning, posted signage or other
means to impose a monetary sanction on an owner of a motor vehicle
parked on such property. The provisions of this subsection shall not
apply to an independent institution of higher education, as defined in
subsection (a) of section 10a-173, or a private secondary school.
