AN ACT ESTABLISHING A COMMISSION ON MILLENNIAL AND 
YOUNG ADULT EARNER RETENTION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That a Commission on Millennial and Young Adult Earner 1 
Retention be established to examine the unique challenges facing 2 
millennials and young adult earners, including, but not limited to, 3 
college debt, affordable housing, access to credit, mental health, 4 
apprenticeships, telecommuting, training and asset-building, and 5 
evaluate economic incentives the state could provide to address those 6 
challenges and retain young adult earners.  7 
Statement of Purpose:   
To establish a commission tasked with examining the challenges facing 
millennials and young adults and evaluating economic incentives the 
state could provide to encourage millennials and young adults to 
remain in the state.
