AN ACT REQUIRING AN INVASIVE SPECIES STAMP FOR THE 
OPERATION OF A MOTOR BOAT ON THE INLAND W ATERS OF THE 
STATE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2019) Any person who 1 
registers a vessel or renews a vessel registration pursuant to section 15-2 
144 of the general statutes and who intends to operate or allow such 3 
vessel to be operated on the inland waters of the state shall 4 
concomitantly, in addition to the remittance of any fee required 5 
pursuant to section 15-144 of the general statutes, purchase an Invasive 6 
Species Stamp. Such stamp shall expire with the applicable registration 7 
for such vessel. The fee for such stamp for a resident of the state shall 8 
be five dollars and the fee for such stamp for a nonresident of the state 9 
shall be twenty-five dollars. The Commissioner of Motor Vehicles shall 10 
cause all revenues collected from the purchase of such Invasive Species 11 
Stamps to be deposited in the Connecticut Lakes and Ponds 12 
Preservation account established in section 14-21aa of the general 13 
statutes. 14

This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2019 New section 
 
Statement of Purpose:   
To enable Connecticut municipalities and the Department of Energy 
and Environmental Protection to prevent and respond to infestations 
of aquatic invasive species that negatively impact water quality, 
recreational use, environmental health and property values through a 
user-fee-based approach.
