Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective October 1, 2019) (a) Any person who 1 registers a vessel or renews a vessel registration pursuant to section 15-2 144 of the general statutes and who intends to operate or allow such 3 vessel to be operated on the waters of the state shall concomitantly, in 4 addition to the remittance of any fee required pursuant to section 15-5 144 of the general statutes, purchase an Invasive Species Stamp. Such 6 stamp shall expire with the applicable registration for such vessel. The 7 fee for such stamp shall be five dollars. The Commissioner of Motor 8 Vehicles shall cause all revenues collected pursuant to this section to 9 be deposited in the Connecticut Lakes, Rivers and Ponds Preservation 10 account established in section 14-21aa of the general statutes, as 11 amended by this act. 12 (b) Any person who intends to operate or allow a vessel to be 13 operated on the waters of the state that is registered in another state 14 shall, prior to such operation, purchase an Invasive Species Stamp 15 from the Commissioner of Energy and Environmental Protection. The 16 fee for such stamp shall be twenty dollars. Such stamp shall expire on 17 the last day of April of the year following its issuance. The 18 Commissioner of Energy and Environmental Protection shall cause all 19 Substitute Bill No. 6637 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-06637- R02-HB.docx } 2 of 3 revenues collected pursuant to this subsection to be deposited in the 20 Connecticut Lakes, Rivers and Ponds Preservation account established 21 in section 14-21aa of the general statutes, as amended by this act. 22 Sec. 2. Section 14-21aa of the general statutes is repealed and the 23 following is substituted in lieu thereof (Effective October 1, 2019): 24 (a) There is established an account to be known as the "Connecticut 25 Lakes, Rivers and Ponds Preservation account". The Connecticut 26 Lakes, Rivers and Ponds Preservation account shall be a separate, 27 nonlapsing account of the General Fund. Any moneys required by law 28 to be deposited in the account shall be deposited in and credited to the 29 Connecticut Lakes, Rivers and Ponds Preservation account. The 30 account shall be available to the Commissioner of Energy and 31 Environmental Protection for (1) restoration and rehabilitation of lakes, 32 rivers and ponds in the state; (2) programs of the Department of 33 Energy and Environmental Protection for the eradication of aquatic 34 invasive species and cyanobacteria blooms; (3) education and public 35 outreach programs to enhance the public's understanding of the need 36 to protect and preserve the state's lakes, rivers and ponds; (4) 37 allocation of grants to state and municipal agencies and not-for-profit 38 organizations to conduct research and to provide public education and 39 public awareness to enhance understanding and management of the 40 natural resources of the state's lakes, rivers and ponds; (5) provision of 41 funds for all services that support the protection and conservation of 42 the state's lakes, rivers and ponds; and (6) reimbursement of the 43 Department of Motor Vehicles for the cost of producing, issuing, 44 renewing and replacing Save Our Lakes commemorative number 45 plates, including administrative expenses, pursuant to section 14-21z. 46 (b) The commissioner may receive private donations to the 47 Connecticut Lakes, Rivers and Ponds Preservation account and any 48 such receipts shall be deposited in the account. 49 (c) The commissioner may provide for the reproduction and 50 marketing of the Save Our Lakes commemorative number plate image 51 Substitute Bill No. 6637 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-06637- R02-HB.docx } 3 of 3 for use on clothing, recreational equipment, posters, mementoes, or 52 other products or programs deemed by the commissioner to be 53 suitable as a means of supporting the Connecticut Lakes, Rivers and 54 Ponds Preservation account. Any funds received by the commissioner 55 from such marketing shall be deposited in the Connecticut Lakes, 56 Rivers and Ponds Preservation account. 57 (d) Notwithstanding any provision of this section, eighty per cent of 58 any funds deposited into the Connecticut Lakes, Rivers and Ponds 59 Preservation account pursuant to section 1 of this act shall be utilized 60 for the purposes described in subdivisions (2) to (4), inclusive, of 61 subsection (a) of this section. 62 This act shall take effect as follows and shall amend the following sections: Section 1 October 1, 2019 New section Sec. 2 October 1, 2019 14-21aa ENV Joint Favorable Subst.
