AN ACT CONCERNING TH E COST OF TELECOMMUNICATION S 
SERVICES IN CORRECTIONAL FACILITIES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2019) The Commissioner of 1 
Correction shall provide telephone service to persons who are in the 2 
custody of the commissioner and confined in a correctional facility. 3 
The commissioner may supplement such telephone service with any 4 
other telecommunications service, including, but not limited to, video 5 
communication and electronic mail services. To the extent that the 6 
commissioner provides any such service, each such service shall be 7 
provided free of charge to such persons and any communication, 8 
whether initiated or received through any such service, shall be free of 9 
charge to the person initiating or receiving the communication. The 10 
Department of Correction shall not receive revenue for the provision of 11 
telephone service or any other telecommunications service to any 12 
person in the custody of the commissioner and confined in a 13 
correctional facility. The commissioner shall not limit or replace in-14 
person visits to any such person based on the provision of telephone 15 
service or any other telecommunications service. 16

Sec. 2. Sections 18-81s, 18-81x and 54-105a of the general statutes are 17 
repealed. (Effective October 1, 2019) 18 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2019 New section 
Sec. 2 October 1, 2019 Repealer section 
 
Statement of Purpose:   
To provide cost-free telecommunications services for incarcerated 
persons.
