General Assembly Substitute Bill No. 6775
January Session, 2019
AN ACT CONCERNING MI LITARY-CONNECTED STUDENTS A ND
PUBLIC SCHOOL ENROLL MENT.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (NEW) (Effective October 1, 2019) (a) (1) The Department of 1
Education shall, within available appropriations, develop and 2
promulgate a standardized form for reporting information identifying 3
military-connected students who are seeking to enroll in a public 4
school in this state. For the purposes of this section, "military-5
connected student" means any person under twenty-one years of age 6
whose parent or legal guardian is (A) a current, retired or separated 7
member of the armed forces, or (B) a veteran; and "armed forces" and 8
"veteran" have the same meanings as provided in subsection (a) of 9
section 27-103 of the general statutes. 10
(2) Such form shall include (A) the definition of military-connected 11
student set forth in this subsection, (B) a check box to identify a person 12
seeking to enroll in a school as a military-connected student, and (C) a 13
notice that completing such form is voluntary and is not a condition 14
precedent to enrolling in such public school. 15
(3) Such form may be completed and submitted to the local or 16
regional school district governing the school in which a person seeks to 17

(b) Any public school in this state that enrolls a military-connected 19
student shall connect or offer to connect the family of such student 20
with existing resources available from the Department of Veterans 21
Affairs and the Military Department. 22
This act shall take effect as follows and shall amend the following
sections:
