AN ACT CONCERNING SERVICE CONTRACT AGREEMENTS AND A 
REASONABLE RATE OF RETURN FOR CONSUMERS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to require consumer goods 1 
service contract providers to provide a reasonable rate of return or a 2 
credit to consumers that enter into a service contract agreement but (1) 3 
never use the services provided under such agreement, or (2) pay 4 
service fees that exceed the replacement cost of the consumer good 5 
covered by the service contract. 6 
Statement of Purpose:   
To require consumer goods service contract providers to provide a 
reasonable rate of return or a credit to consumers that enter into a 
service contract agreement but (1) never use the services provided 
under such agreement, or (2) pay service fees that exceed the 
replacement cost of the consumer good covered by the service contract.
