AN ACT CONCERNING A "CORRECTIONS TO COLLEGE" PIPELINE 
FOR YOUTHFUL OFFENDERS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 10a of the general statutes be amended to create a 1 
"Corrections to College" pipeline program where youthful offenders 2 
being released into the community will be assigned an education and 3 
career counselor at their local community college to get the youth back 4 
in school and that such program include ten mandatory sessions of 5 
outpatient therapy concerning trauma from incarceration and to help 6 
the youth to readjust to society, mandatory life skills training and 7 
fatherhood classes, if applicable, on-sight mentoring that begins six 8 
months prior to release and carries over into post-incarceration 9 
supervision and unpaid community service project work for a 10 
minimum of twenty-five hours over a twelve-month period. 11 
Statement of Purpose:   
To create a "Corrections to College" pipeline program for youthful 
offenders reentering the community.
