AN ACT REQUIRING INSTITUTIONS OF HIGHER EDUCATION TO 
PROVIDE CONFIDENTIAL COUNSELING AND ADVOCACY SERVICES 
TO VICTIMS OF SEXUAL ASSAULT, STALKING OR INTIMATE 
PARTNER VIOLENCE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That chapter 185 of the general statutes be amended to require 1 
institutions of higher education to provide confidential counselors and 2 
advocates, trained to assist victims of sexual assault, stalking or 3 
intimate partner violence, at each residential campus for the provision 4 
of crisis services to victims of sexual assault, stalking or intimate 5 
partner violence. Such crisis services shall include, but not be limited 6 
to, providing (1) information on reporting procedures, both on and off 7 
campus, (2) information on medical services available on or off 8 
campus, and (3) information on legal services available on or off 9

Statement of Purpose:   
To ensure that crisis counseling and advocacy services are available to 
victims of sexual assault, stalking or intimate partner violence at each 
residential campus of institutions of higher education.
