AN ACT CONCERNING ACADEMIC FREEDOM AND
WHISTLEBLOWER PROTECTION AT PUBLIC INSTITUTIONS OF
HIGHER EDUCATION.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to protect faculty at public 1
institutions of higher education from adverse personnel actions for his 2
or her speech related to matters including, but not limited to, (1) 3
scholarship or research, (2) political, social or economic issues, or (3) 4
criticism of the institution of higher education or disclosure of matters 5
of public concern at the institution of higher education. 6
Statement of Purpose:
To protect any faculty member's right to free speech and academic
expression at public institutions of higher education.
