AN ACT CONCERNING TH E STATE'S CONSOLIDATED PLAN FOR 
HOUSING AND COMMUNIT Y DEVELOPMENT. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 8-37t of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective October 1, 2019): 2 
The Commissioner of Housing, in consultation with the Connecticut 3 
Housing Finance Authority and any other agency that administers 4 
programs and activities related to housing, shall prepare the state's 5 
consolidated plan for housing and community development in 6 
accordance with 24 CFR Part 91, as amended from time to time. The 7 
consolidated plan for housing and community development, and each 8 
annual action plan, shall (1) include the collection and analysis of data 9 
assessing state efforts to affirmatively further fair housing, and (2) set 10 
forth the state's specific numerical housing development goals for 11 
affirmatively furthering fair housing in accordance with 42 USC 12 
3608(e)(5), including (A) setting goals based on geographic 13 
opportunity areas, as defined in subsection (a) of section 8-348, (B) 14 
generating regional housing production goals, and (C) report on any 15 
progress made toward such goals in the previous five years.  16

This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2019 8-37t 
 
Statement of Purpose:   
To specify certain fair housing goals in the state's consolidated plan for 
housing and community development and to report progress made 
toward such goals.
