AN ACT CONCERNING TH E FUNDING AND EXPANS ION OF 
CERTAIN ADVANCED MAN UFACTURING CERTIFICA TE PROGRAMS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2019) (a) As used in this section 1 
and sections 2 and 3 of this act: 2 
(1) "Public institution of higher education" means the institutions of 3 
higher education identified in subdivision (2) of section 10a-1 of the 4 
general statutes; 5 
(2) "Qualifying advanced manufacturing certificate program" means 6 
a for-credit or noncredit sub-baccalaureate advanced manufacturing 7 
certificate program offered by a public institution of higher education 8 
in which at least seventy-five per cent of the graduates of such 9 
certificate program are employed in a field requiring such certificate in 10 
the year following such students' graduation; and 11 
(3) "Student cohort" has the same meaning as provided in section 12 
10a-57a of the general statutes. 13 
(b) The Board of Regents for Higher Education shall establish a 14  Raised Bill No. 7089

program to provide supplemental funding grants to public institutions 15 
of higher education for the support or expansion of qualifying 16 
advanced manufacturing certificate programs offered by such 17 
institutions. Such program shall be administered in accordance with 18 
the provisions of this section and sections 2 and 3 of this act. 19 
(c) A public institution of higher education may submit an 20 
application to the Board of Regents for Higher Education for a 21 
supplemental funding grant under this section for each qualifying 22 
advanced manufacturing certificate program offered by such 23 
institution. An application shall be made at such time and in such 24 
manner as the board prescribes. An application shall include, but need 25 
not be limited to, documentation substantiating the employment rate 26 
in the prior fiscal year of the graduates of the qualifying advanced 27 
manufacturing certificate program in a field requiring such certificate 28 
and an explanation of how the institution will use the supplemental 29 
funding grant to support or expand the qualifying advanced 30 
manufacturing certificate program. An institution that receives a 31 
supplemental funding grant under this section shall use such grant for 32 
the purpose of supporting or expanding the qualifying advanced 33 
manufacturing certificate program. 34 
(d) Not later than July 1, 2020, and annually thereafter, the Board of 35 
Regents for Higher Education shall submit a request to the Department 36 
of Revenue Services to segregate, in accordance with the provisions of 37 
section 2 of this act, fifty per cent of the average income tax liability of 38 
the preceding two student cohorts who graduate from qualifying 39 
advanced manufacturing certificate programs and are employed in a 40 
field requiring such certificate. To assist the Department of Revenue 41 
Services in calculating the amount of income tax liability to be 42 
segregated, the board shall provide the department with the following 43 
data: (1) The average annual salary in the prior fiscal year for the 44 
preceding two student cohorts who graduate from qualifying 45 
advanced manufacturing certificate programs, which shall be based on 46 
available Labor Department statistics of the average salary for 47  Raised Bill No. 7089

occupations requiring such certificate, and (2) the total number of 48 
graduates of the qualifying advanced manufacturing certificate 49 
programs in the prior fiscal year who are employed in a field requiring 50 
such certificate. 51 
(e) Not later than March 1, 2021, and annually thereafter, the Board 52 
of Regents for Higher Education shall submit a report, in accordance 53 
with the provisions of section 11-4a of the general statutes, to the joint 54 
standing committee of the General Assembly having cognizance of 55 
matters relating to higher education and employment advancement 56 
regarding the supplemental funding grant program for qualifying 57 
advanced manufacturing certificate programs. Such report shall 58 
include, but need not be limited to, the amount of funds deposited in 59 
the advanced manufacturing certificate programs account established 60 
pursuant to section 3 of this act, the graduation and salary data 61 
described in subsection (d) of this section, the manner in which public 62 
institutions of higher education have expended supplemental funding 63 
grants and any recommendations for expansion of the supplemental 64 
funding grant program. 65 
(f) The Board of Regents for Higher Education may accept private 66 
donations for the purposes of carrying out the provisions of this 67 
section. Any private donations accepted by the board shall be 68 
deposited in the advanced manufacturing certificate programs 69 
account, established pursuant to section 3 of this act. 70 
Sec. 2. (NEW) (Effective July 1, 2019) For purposes of the 71 
supplemental funding grant program for qualifying advanced 72 
manufacturing certificate programs established pursuant to section 1 73 
of this act, for the taxable year commencing on or after January 1, 2020, 74 
and each taxable year thereafter, the Commissioner of Revenue 75 
Services shall use the qualifying advanced manufacturing certificate 76 
programs data provided by the Board of Regents for Higher Education 77 
pursuant to subsection (d) of section 1 of this act to calculate and 78 
segregate an amount equal to fifty per cent of the average annual 79 
income tax liability of the preceding two student cohorts who graduate 80  Raised Bill No. 7089

from qualifying advanced manufacturing certificate programs 81 
multiplied by the total number of graduates of the qualifying 82 
advanced manufacturing certificate programs in the prior fiscal year 83 
who are employed in a field requiring such certificate. The 84 
commissioner shall annually deposit such segregated funds into the 85 
advanced manufacturing certificate programs account established 86 
pursuant to section 3 of this act. 87 
Sec. 3. (NEW) (Effective July 1, 2019) There is established an 88 
advanced manufacturing certificate programs account which shall be a 89 
separate, nonlapsing account within the General Fund. Funds 90 
segregated by the Commissioner of Revenue Services pursuant to 91 
section 2 of this act and any private donations accepted pursuant to 92 
subsection (f) of section 1 of this act shall be deposited in the account. 93 
The moneys in said account shall be expended by the Board of Regents 94 
for Higher Education for the purpose of providing supplemental 95 
funding grants to public institutions of higher education that offer 96 
qualifying advanced manufacturing certificate programs pursuant to 97 
section 1 of this act. The State Treasurer shall invest the proceeds of the 98 
account. Investment earnings, after paying any costs incurred by the 99 
State Treasurer in administering the account, shall be credited to the 100 
General Fund. On or before September 1, 2020, and annually 101 
thereafter, the State Treasurer shall notify said board of the total 102 
amount deposited in the account. 103 
This act shall take effect as follows and shall amend the following 
sections:
