LCO No. 3690 1 of 2 General Assembly Raised Bill No. 7090 January Session, 2019 LCO No. 3690 Referred to Committee on HUMAN SERVICES Introduced by: (HS) AN ACT CONCERNING IN EQUITABLE METHADONE MAINTENANC E REIMBURSEMENT RATES UNDER THE MEDICAID P ROGRAM. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2019) (a) For purposes of this 1 section: (1) "Methadone maintenance" means a chemical maintenance 2 program under which an addiction to one drug, including but not 3 limited to heroin, is treated with the drug methadone in a weekly 4 program that includes on and off-site methadone administration, drug 5 testing and counseling; and (2) "chemical maintenance provider" 6 means a provider certified and licensed by the federal Substance 7 Abuse and Mental Health Services Administration and the state 8 Department of Public Health who meets all federal and state 9 requirements, including, but not limited to, requirements specific to 10 the provision of chemical maintenance services. 11 (b) The Commissioner of Social Services shall amend the Medicaid 12 state plan to supplement provider-specific weekly methadone 13 maintenance reimbursement rates with a more equitable minimum 14 reimbursement rate applied equally to all chemical maintenance 15 Raised Bill No. 7090 LCO No. 3690 2 of 2 providers. 16 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 New section Statement of Purpose: To require the Commissioner of Social Services to provide equitable weekly reimbursement rates under the Medicaid program for all methadone maintenance programs.
