Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) There is established a task force 1 to study how to increase employment opportunities for persons with 2 disabilities. The task force shall study and make recommendations 3 concerning matters including, but not limited to, (1) expanding 4 existing employment assistance programs for persons with disabilities, 5 and (2) establishing financial incentives for businesses to employ more 6 persons with disabilities. 7 (b) The task force shall consist of the following members: 8 (1) Two appointed by the speaker of the House of Representatives, 9 one of whom is an employed person with intellectual disabilities and 10 one of whom is an employed person with physical disabilities; 11 (2) Two appointed by the president pro tempore of the Senate, one 12 of whom is an employed person with mental disabilities and one of 13 whom is an employer of persons with disabilities; 14 Raised Bill No. 7093 LCO 3695 {\\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-07093- R01-HB.docx } 2 of 3 (3) One appointed by the majority leader of the House of 15 Representatives; 16 (4) One appointed by the majority leader of the Senate; 17 (5) One appointed by the minority leader of the House of 18 Representatives; 19 (6) One appointed by the minority leader of the Senate; 20 (7) The Commissioner of Developmental Services, or the 21 commissioner's designee; 22 (8) The Commissioner of Mental Health and Addiction Services, or 23 the commissioner's designee; 24 (9) The Labor Commissioner or the commissioner's designee; 25 (10) The Commissioner of Revenue Services, or the commissioner's 26 designee; and 27 (11) The Commissioner of Social Services, or the commissioner's 28 designee. 29 (c) Any member of the task force appointed under subdivision (3), 30 (4), (5) or (6) of subsection (b) of this section may be a member of the 31 General Assembly. 32 (d) All appointments to the task force shall be made not later than 33 thirty days after the effective date of this section. Any vacancy shall be 34 filled by the appointing authority. 35 (e) The speaker of the House of Representatives and the president 36 pro tempore of the Senate shall select the chairpersons of the task force 37 from among the members of the task force. Such chairpersons shall 38 schedule the first meeting of the task force, which shall be held not 39 later than sixty days after the effective date of this section. 40 Raised Bill No. 7093 LCO 3695 {\\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-07093- R01-HB.docx } 3 of 3 (f) The administrative staff of the joint standing committee of the 41 General Assembly having cognizance of matters relating to the 42 Department of Developmental Services shall serve as administrative 43 staff of the task force. 44 (g) Not later than February 1, 2020, the task force shall submit a 45 report on its findings and recommendations to the joint standing 46 committees of the General Assembly having cognizance of matters 47 relating to finance, revenue and bonding, human services, labor and 48 public health, in accordance with the provisions of section 11-4a of the 49 general statutes. The task force shall terminate on the date that it 50 submits such report or February 1, 2020, whichever is later. 51 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section HS Joint Favorable
