AN ACT CONCERNING TR ANSITIONAL SERVICES FOR CHILDREN 
WITH AUTISM SPECTRUM DISORDER.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subdivision (9) of subsection (a) of section 10-76d of the 1 
general statutes is repealed and the following is substituted in lieu 2 
thereof (Effective July 1, 2019): 3 
(9) The planning and placement team shall, in accordance with the 4 
provisions of the Individuals With Disabilities Education Act, 20 USC 5 
1400, et seq., as amended from time to time, develop and update 6 
annually a statement of transition service needs for each child 7 
requiring special education. Commencing not later than the date on 8 
which the first individual education program takes effect for a child 9 
who is at least fourteen years of age and diagnosed with autism 10 
spectrum disorder, such program shall include (A) appropriate 11 
measurable postsecondary goals based upon age -appropriate 12 
transition assessments related to training, education, employment and, 13 
where appropriate, independent living skills; and (B) the transition 14 
services, including courses of study, needed to assist a child in 15 
reaching those goals. The individual education program shall be 16 
updated annually thereafter in accordance with the provisions of this 17 
subdivision. Nothing in this subdivision shall be construed as 18 
requiring the Department of Rehabilitation Services to lower the age of 19  Substitute Bill No. 7168

transitional services for a child with disabilities from sixteen to 20 
fourteen years of age. 21 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2019 10-76d(a)(9) 
 
Statement of Legislative Commissioners:   
In Section 1(9), "at least" was added before "fourteen" and other new 
language was redrafted for clarity.
