LCO No. 4611 1 of 2 General Assembly Raised Bill No. 7169 January Session, 2019 LCO No. 4611 Referred to Committee on HUMAN SERVICES Introduced by: (HS) AN ACT CONCERNING RE NEWAL APPLICATIONS FOR THE SUPPLEMENTAL NUTRITI ON ASSISTANCE PROGRA M. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 17b-105c of the general statutes is repealed and 1 the following is substituted in lieu thereof (Effective July 1, 2019): 2 (a) The Commissioner of Social Services, in accordance with federal 3 law, may implement policy to simplify program administration and 4 increase payment accuracy in the supplemental nutrition assistance 5 program, while in the process of adopting such policy as regulation, 6 provided notice of such policy is published in the [Connecticut Law 7 Journal within twenty days of implementation] eRegulations System 8 prior to adopting the policy. 9 (b) The commissioner shall not require a telephone or in-person 10 interview of a beneficiary more than once annually for renewal of 11 supplemental nutrition assistance program benefits and shall not 12 terminate benefits for any beneficiary who attempted to reach the 13 Department of Social Services by telephone for such interview but who 14 Raised Bill No. 7169 LCO No. 4611 2 of 2 was not interviewed despite waiting at least sixty minutes for a 15 response from department staff. 16 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 17b-105c Statement of Purpose: To require that the Department of Social Services not require telephone or in-person interviews to renew eligibility for supplemental nutritional assistance more than once annually and to prevent the department from penalizing persons who attempt to renew eligibility by telephone but are unable to reach a department staff member within sixty minutes.
