AN ACT EXEMPTING ACC IDENT ONLY INSURANCE POLICIES FROM 
REQUIRED HEALTH INSU RANCE COVERAGE FOR P REVENTIVE 
PEDIATRIC CARE AND DIRECT ACCESS TO OBST ETRICIAN-
GYNECOLOGISTS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (a) of section 38a-503b of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective 2 
January 1, 2020): 3 
(a) As used in this section, "carrier" means each insurer, health care 4 
center, hospital service corporation, medical service corporation or 5 
other entity delivering, issuing for delivery, renewing, amending or 6 
continuing any individual health insurance policy in this state 7 
providing coverage of the type specified in subdivisions (1), (2), (4), 8 
[(6),] (10), (11) and (12) of section 38a-469. 9 
Sec. 2. Subsection (a) of section 38a-530b of the general statutes is 10 
repealed and the following is substituted in lieu thereof (Effective 11

(a) As used in this section, "carrier" means each insurer, health care 13 
center, hospital service corporation, medical service corporation or 14 
other entity delivering, issuing for delivery, renewing, amending or 15 
continuing any group health insurance policy in this state providing 16 
coverage of the type specified in subdivisions (1), (2), (4), [(6),] (11) and 17 
(12) of section 38a-469. 18 
Sec. 3. Subsection (b) of section 38a-535 of the general statutes is 19 
repealed and the following is substituted in lieu thereof (Effective 20 
January 1, 2020): 21

(b) Each group health insurance policy providing coverage of the 23 
type specified in subdivisions (1), (2), (4), [(6),] (11) and (12) of section 24 
38a-469 delivered, issued for delivery or renewed on or after October 1, 25 
1989, or continued as defined in section 38a-531, on or after October 1, 26 
1990, shall provide benefits for preventive pediatric care for any child 27 
covered by the policy or contract at approximately the following age 28 
intervals: Every two months from birth to six months of age, every 29 
three months from nine to eighteen months of age and annually from 30 
two through six years of age. Any such policy may provide that 31 
services rendered during a periodic review shall be covered to the 32 
extent that such services are provided by or under the supervision of a 33 
single physician during the course of one visit. On and after January 1, 34 
2009, each such policy shall also provide coverage for blood lead 35 
screening and risk assessments ordered by a primary care provider 36 
pursuant to section 19a-111g. Such benefits shall be subject to any 37 
policy provisions which apply to other services covered by such 38 
policy.  39 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 January 1, 2020 38a-503b(a)

Sec. 3 January 1, 2020 38a-535(b)

Statement of Purpose:   
To exempt accident only insurance policies from required health 
insurance coverage for (1) certain preventive pediatric care, and (2) 
direct access to obstetrician-gynecologists.
