AN ACT CONCERNING TH E APPROVAL OF CERTAIN NEW
MUNICIPAL CONSTRUCTI ON PROJECTS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (NEW) (Effective October 1, 2019) Notwithstanding the 1
provisions of the general statutes, any special act, municipal charter or 2
ordinance to the contrary, no legislative body of a municipality shall 3
vote to approve any new municipal construction project for which the 4
estimated cost is greater than twenty-five million dollars unless there 5
has been opportunity for public comment on such project at a properly 6
noticed public hearing in such municipality prior to such vote. For 7
purposes of this section, "municipality" means any town, city, 8
consolidated town and city or consolidated town and borough. 9
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To require municipalities to hold public hearings on proposed
construction projects with estimated costs of more than twenty-five
million dollars.
