LCO No. 4682 1 of 3 General Assembly Raised Bill No. 7221 January Session, 2019 LCO No. 4682 Referred to Committee on LABOR AND PUBLIC EMPLOYEES Introduced by: (LAB) AN ACT CONCERNING WO RKFORCE INVESTMENT BOARDS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective July 1, 2019) (a) Not later than October 1, 2019, 1 the Labor Department, in collaboration with Workforce Investment 2 Boards within the state, shall conduct a study of programs offered to 3 individuals seeking employment within the state. The topics of such 4 study shall include, but not be limited to: 5 (1) The location, ownership and management of Workforce 6 Investment Board offices within the state; 7 (2) The number of employees dedicated to assisting individuals 8 seeking employment in each Workforce Investment Board office; 9 (3) The number of individuals seeking employment who are served 10 through each Workforce Investment Board office on an annual basis; 11 (4) The number of employers, classified by industry, that utilize 12 Workforce Investment Boards throughout the state; 13 Raised Bill No. 7221 LCO No. 4682 2 of 3 (5) The number of individuals who successfully find employment 14 through Workforce Investment Boards, and the nature of that 15 employment, classified by industry; 16 (6) The number of individuals who had successfully found 17 employment, and then lost that employment, who re -enroll in 18 Workforce Investment Board's programs; 19 (7) The type of training programs offered by each Workforce 20 Investment Board and the frequency that such training is offered; 21 (8) Whether training programs offered by individual Workforce 22 Investment Boards are planned in conjunction with the department to 23 maximize efficiency and avoid duplication of resources; 24 (9) The type and quality of casework assumed by each Workforce 25 Investment Board, including the process by which individuals seeking 26 employment are documented and the number of such individuals who 27 are served through each office; 28 (10) The funding sources for each Workforce Investment Board as 29 well as any in-kind contributions offered by the state including, but 30 not limited to, office space, utilities and equipment; 31 (11) Whether an individual seeking employment can simultaneously 32 participate in a state-operated employment program through the 33 department and a Workforce Investment Board program; 34 (12) The methods by which the department and Workforce 35 Investment Boards coordinate employment programs in each region of 36 the state; and 37 (13) The methods by which Workforce Investment Boards report to 38 the department and whether the resources currently allocated to the 39 Workforce Investment Boards by the department are adequate for the 40 operation of the programs offered by the Workforce Investment 41 Boards. 42 Raised Bill No. 7221 LCO No. 4682 3 of 3 (b) Not later than January 1, 2020, the department shall submit, in 43 accordance with the provisions of section 11-4a of the general statutes, 44 a report to the joint standing committee of the General Assembly 45 having cognizance of matters relating to labor detailing the findings of 46 the study conducted pursuant to subsection (a) of this section. 47 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 New section Statement of Purpose: To conduct a study of programs offered by Workforce Investment Boards within the state.
