LCO No. 4717 1 of 2 General Assembly Raised Bill No. 7234 January Session, 2019 LCO No. 4717 Referred to Committee on HUMAN SERVICES Introduced by: (HS) AN ACT CONCERNING AC CESS BY NURSING HOME RESIDEN TS TO COMMUNITY TRANSPORTA TION. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2019) For purposes of this section, 1 "provider of public transportation" means any motor bus, taxicab or 2 motor vehicle in livery service regulated by the Commissioner of 3 Transportation pursuant to title 13b of the general statutes or any 4 municipally operated vehicle that serves elderly persons or persons 5 with disabilities. No provider of public transportation with a route 6 serving an area that includes a nursing home, as defined in section 19a-7 490 of the general statutes, shall refuse to provide a resident of a 8 nursing home with transportation or limit destination choices within 9 their routes for such resident, provided (1) the nursing home resident 10 provides a current certification signed by a health care professional 11 licensed pursuant to chapter 370 of the general statutes that travel 12 outside of the nursing home is not medically contraindicated for the 13 resident, (2) the provider of public transportation has a vehicle 14 equipped to serve the transportation needs of nursing home residents 15 with physical disabilities, and (3) the nursing home resident pays any 16 Raised Bill No. 7234 LCO No. 4717 2 of 2 reasonable fare set by the provider of public transportation. 17 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 New section Statement of Purpose: To allow nursing home residents equal access to public transportation services in order to achieve equal and inclusive community participation of such residents and prevent discrimination based on nursing home residency status.
