AN ACT ESTABLISHING A TASK FORCE TO STUDY THE LICENSED 
BUILDING TRADE EXAMI NING BOARDS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a task force 1 
to study the implementation of the requirements of North Carolina 2 
Board of State Dental Examiners v. Federal Trade Commission  3 
regarding licensed building trade examining boards established 4 
pursuant to title 20 of the general statutes. 5 
(b) The task force shall consist of the following members: 6 
(1) Two appointed by the speaker of the House of Representatives; 7 
(2) Two appointed by the president pro tempore of the Senate; 8 
(3) One appointed by the majority leader of the House of 9 
Representatives; 10 
(4) One appointed by the majority leader of the Senate; 11  Raised Bill No.  7285

(5) One appointed by the minority leader of the House of 12 
Representatives; 13 
(6) One appointed by the minority leader of the Senate; 14 
(7) The Commissioner of Consumer Protection, or the 15 
commissioner's designee; and 16 
(8) Two persons appointed by the Governor. 17 
(c) Any member of the task force appointed under subdivision (1), 18 
(2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 19 
of the General Assembly. 20 
(d) All appointments to the task force shall be made not later than 21 
thirty days after the effective date of this section. Any vacancy shall be 22 
filled by the appointing authority. 23 
(e) The speaker of the House of Representatives and the president 24 
pro tempore of the Senate shall select the chairpersons of the task force 25 
from among the members of the task force. Such chairpersons shall 26 
schedule the first meeting of the task force, which shall be held not 27 
later than sixty days after the effective date of this section. 28 
(f) The administrative staff of the joint standing committee of the 29 
General Assembly having cognizance of matters relating to the 30 
Department of Consumer Protection shall serve as administrative staff 31 
of the task force. 32 
(g) Not later than January 1, 2020, the task force shall submit a 33 
report on its findings and recommendations to the joint standing 34 
committee of the General Assembly having cognizance of matters 35 
relating to the Department of Consumer Protection, in accordance with 36 
the provisions of section 11-4a of the general statutes. The task force 37 
shall terminate on the date that it submits such report or January 1, 38 
2020, whichever is later. 39  Raised Bill No.  7285

This act shall take effect as follows and shall amend the following 
sections:

requirements of North Carolina Board of State Dental Examiners v. 
Federal Trade Commission regarding licensed building trade 
examining boards established pursuant to title 20 of the general 
statutes.
