AN ACT CONCERNING HO ME INSPECTORS AND APPRAISERS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2019) A home inspector 1 
licensed pursuant to chapter 400f of the general statutes who is 2 
certified to inspect building foundations for the presence of pyrrhotite 3 
by a certification agency approved by the Commissioner of Consumer 4 
Protection may inspect such building foundations under the scope of 5 
his or her license. 6 
Sec. 2. (NEW) (Effective October 1, 2019) The Commissioner of 7 
Consumer Protection shall, in accordance with the provisions of 8 
chapter 54 of the general statutes, amend section 20-529e-12 of the 9 
regulations of Connecticut State Agencies to require that an appraisal 10 
management company compensate appraisers pursuant to the federal 11 
Truth in Lending Act, 15 USC section 1601, et. seq. 12 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To allow certified home inspectors to inspect certain building 
foundations and to require appraisal management companies to 
compensate appraisers fairly.
