AN ACT CONCERNING TH E RECYCLING OF GLASS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective from passage) The Department of Energy 1 
and Environmental Protection shall develop a plan for the 2 
implementation of best practices for the recycling of glass in the state 3 
in order to achieve a best-in-the-nation rate of recycling for such glass   4 
and the production of a recycled glass waste stream with the highest 5 
level of commercial value. Such plan shall be developed not later than 6 
October 1, 2020, and provide for implementation of such plan not later 7 
than July 1, 2022. Not later than December 1, 2020, the Commissioner 8 
of Energy and Environmental Protection shall submit 9 
recommendations for any requisite legislative proposals for the 10 
implementation of such plan to the joint standing committee of the 11 
General Assembly having cognizance of matters relating to the 12 
environment. In developing such plan, the department shall review, 13 
but not be limited to, the glass collection and recycling systems 14 
implemented in the countries of Belgium, Finland, Sweden, Austria 15

Sec. 2. (NEW) (Effective from passage) (a) On and after July 1, 2022, 17 
any beverage container, as defined in section 22a-243 of the general 18 
statutes, that is manufactured from glass and sold, offered for sale or 19 
distributed in this state shall contain not less than twenty per cent 20 
post-consumer glass content.  21 
(b) The Commissioner of Energy and Environmental Protection, in 22 
consultation with the Commissioner of Consumer Protection, may 23 
adopt regulations, in accordance with the provisions of chapter 54 of 24 
the general statutes, to implement the provisions of subsection (a) of 25 
this section. Such regulations shall include, but not be limited to, (1) 26 
requirements for certifications from any manufacturer of such glass 27 
beverage containers concerning compliance with such requirement, (2) 28 
schedules for periodic manufacturer-funded inspections and tests of 29 
such beverage containers sold in the state for purposes of compliance 30 
with such requirement, (3) penalties for failure to comply with the 31 
provisions of this section and the provisions of such regulations, and 32 
(4) incentives and recognition programs, including, but not limited to, 33 
department coordinated Internet and social media-based consumer 34 
awareness campaigns for manufacturers who exceed the post-35 
consumer glass content requirements of subsection (a) of  this section. 36 
(c) Nothing in this section shall be construed to prohibit any 37 
municipality from enacting an ordinance requiring a post-consumer 38 
glass content for such glass beverage containers that is greater than the 39 
requirement established in subsection (a) of this section.  40 
This act shall take effect as follows and shall amend the following 
sections:

practices for the recycling of glass in the state and to require certain

glass.
