LCO No. 5521 1 of 2 General Assembly Raised Bill No. 7308 January Session, 2019 LCO No. 5521 Referred to Committee on COMMERCE Introduced by: (CE) AN ACT IMPLEMENTING THE RECOMMENDATIONS OF T HE TELECOMMUNICATIONS S YSTEMS STEERING COMM ITTEE CONCERNING THE STATE 'S ELECTRONIC BUSINESS PORTAL. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) The Commissioner of 1 Economic and Community Development, in consultation with the 2 Commissioner of Administrative Services, shall develop a plan for the 3 implementation of the recommendations of the telecommunications 4 systems steering committee concerning the state's electronic business 5 portal. Such plan shall include, but need not be limited to, the creation 6 of a one-stop electronic business portal that would (1) allow a business 7 to create a single online account connected to multiple state agencies, 8 (2) allow a business to register with and apply for and renew licenses 9 and permits from such agencies through such system, (3) allow a 10 business to pay any registration, license or permit fee through such 11 system, and (4) include a messaging component that allows such 12 agencies to provide notifications to a business about the status of such 13 business registration, license, permit or application. Not later than 14 February 1, 2020, the Commissioner of Economic and Community 15 Raised Bill No. 7308 LCO No. 5521 2 of 2 Development shall submit recommendations for any requisite 16 legislative proposals for the implementation of such plan to the joint 17 standing committee of the General Assembly having cognizance of 18 matters relating to commerce. 19 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To require the Commissioners of Economic and Community Development and Administrative Services to develop a plan to implement the recommendations of the telecommunications systems steering committee's recommendations concerning the development of a one-stop electronic business portal.
