LCO No. 5519 1 of 2 General Assembly Raised Bill No. 7317 January Session, 2019 LCO No. 5519 Referred to Committee on LABOR AND PUBLIC EMPLOYEES Introduced by: (LAB) AN ACT CONCERNING UR BAN AND RURAL WORKFORCE DEVELOPMENT. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) (a) The Commissioner of 1 Labor, in consultation with the State Treasurer, shall establish and 2 administer a grant program for eligible minority business enterprises, 3 as defined in section 4a-60g of the general statutes, that are located in 4 distressed municipalities, as defined in section 32-9p of the general 5 statutes, for the purposes of developing and increasing the workforce 6 in such distressed municipalities. An eligible minority business 7 enterprise may apply to the Labor Commissioner for a grant from such 8 program at such time and in such manner as the Labor Commissioner 9 prescribes. Such grants may be used by such minority business 10 enterprises to establish work-based educational programs in 11 collaboration with local and regional boards of education. 12 This act shall take effect as follows and shall amend the following sections: Raised Bill No. 7317 LCO No. 5519 2 of 2 Section 1 from passage New section Statement of Purpose: To promote urban and rural workforce development.
