AN ACT CONCERNING PU BLIC SAFETY.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 29-2 of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective from passage): 2 
The Commissioner of Emergency Services and Public Protection 3 
shall have general jurisdiction of the affairs of the Division of State 4 
Police within the Department of Emergency Services and Public 5 
Protection and shall have all the powers and privileges conferred by 6 
statute upon a state policeman. [He] The commissioner shall submit to 7 
the Governor an annual report, as provided in section 4-60, setting 8 
forth in detail the work of said division. [Said] The commissioner shall 9 
prescribe rules for the government of the division and, in any 10 
investigation made by [him] the commissioner relating to the 11 
personnel of the division, may administer oaths and summon 12 
witnesses and compel their attendance as provided by law for the 13 
attendance of witnesses at court.  14 
Sec. 2. Section 29-14 of the general statutes is repealed and the 15 
following is substituted in lieu thereof (Effective from passage): 16  Raised Bill No. 7333

Said bureau shall, on the receipt of any such identification card, 17 
immediately cause the files to be examined and shall promptly return 18 
to the police department or peace officer submitting such identification 19 
card a true transcript of the record of previous crimes committed by 20 
the person described on each such identification card, and said bureau 21 
shall assist police and prosecuting officials in the preparation and 22 
distribution of circulars relative to fugitives when so requested. When 23 
an arrest is made by an officer of a police department or other peace 24 
officer who is not equipped with necessary paraphernalia or skilled in 25 
the art of taking fingerprints and proper descriptions of criminals, [he] 26 
such officer may call on the State Police Bureau of Identification or on 27 
the nearest state police station for assistance and any officer or officers 28 
so called shall render such assistance immediately.  29 
Sec. 3. Section 29-18a of the general statutes is repealed and the 30 
following is substituted in lieu thereof (Effective from passage): 31 
The Commissioner of Emergency Services and Public Protection 32 
may appoint one or more persons to act as special [policemen] police 33 
officers in the Department of Emergency S ervices and Public 34 
Protection, for the purpose of investigating public assistance fraud 35 
relating to the beneficiaries of public assistance in this state. Such 36 
appointees, having been sworn, shall serve at the pleasure of the 37 
Commissioner of Emergency Services and Public Protection and, 38 
during such tenure, shall have all the powers conferred on state 39 
[policemen] police officers. They shall, in addition to their duties 40 
concerning public assistance cases, be subject to the call of the 41 
Commissioner of Emergency Services and Public Protection for such 42 
emergency service as [he] the commissioner may prescribe.  43 
This act shall take effect as follows and shall amend the following 
sections:
