AN ACT EXPANDING MEN TAL AND BEHAVIORAL HEALTH CA RE 
OPTIONS UNDER THE ME DICAID PROGRAM. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 17a-22o of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective July 1, 2019): 2 
The Departments of Children and Families, Social Services and 3 
Mental Health and Addiction Services shall submit all proposals for 4 
initial rates, reductions to existing rates and changes in rate 5 
methodology within the Behavioral Health Partnership to the 6 
Behavioral Health Partnership Oversight Council for review. The 7 
departments shall (1) make every effort to incorporate 8 
recommendations of the council when setting rates, [For the fiscal year 9 
beginning July 1, 2014, the Behavioral Health Partnership Oversight 10 
Council, in consultation with the Departments of Children and 11 
Families, Social Services and Mental Health and Addiction Services 12 
shall identify a savings of one million dollars.] (2) ensure rates are 13 
equitable in different regions for the same services, and (3) seek to 14 
reduce costs and expand treatment options by expanding the types of 15  Raised Bill No.  7336

certified or licensed providers that may provide treatment under the 16 
medical assistance program. 17 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2019 17a-22o 
 
Statement of Purpose:   
To expand access to mental and behavioral health treatment and 
reduce costs by expanding the types of mental and behavioral health 
providers who may be reimbursed under the Medicaid program.
