LCO No. 5668 1 of 3 General Assembly Raised Bill No. 7345 January Session, 2019 LCO No. 5668 Referred to Committee on ENVIRONMENT Introduced by: (ENV) AN ACT CONCERNING TH E COMMUNITY INVESTMENT ACCOUNT AND COMBATTING INVAS IVE PLANT AND ANIMAL SPECIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 4-66aa of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective October 1, 2019): 2 (a) There is established, within the General Fund, a separate, 3 nonlapsing account to be known as the "community investment 4 account". The account shall contain any moneys required by law to be 5 deposited in the account. The funds in the account shall be distributed 6 every three months as follows: (1) Ten dollars of each fee credited to 7 said account shall be deposited into the agriculture sustainability 8 account established pursuant to section 4-66cc and, then, of the 9 remaining funds, (2) twenty-five per cent to the Department of 10 Economic and Community Development to use as follows: (A) Three 11 hundred eighty thousand dollars, annually, to supplement the 12 technical assistance and preservation activities of the Connecticut 13 Trust for Historic Preservation, established pursuant to special act 75-14 93, and (B) the remainder to supplement historic preservation activities 15 Raised Bill No. 7345 LCO No. 5668 2 of 3 as provided in sections 10-409 to 10-415, inclusive; (3) twenty-five per 16 cent to the Department of Housing to supplement new or existing 17 affordable housing programs; (4) twenty-five per cent to the 18 Department of Energy and Environmental Protection for municipal 19 open space grants and grants to lake authorities for the control of 20 invasive species, provided any such grant to a lake authority for such 21 purposes shall not exceed one-third of the reasonable costs for such 22 control measures or project; and (5) twenty-five per cent to the 23 Department of Agriculture to use as follows: (A) Five hundred 24 thousand dollars annually for the agricultural viability grant program 25 established pursuant to section 22-26j; (B) five hundred thousand 26 dollars annually for the farm transition program established pursuant 27 to section 22-26k; (C) one hundred thousand dollars annually to 28 encourage the sale of Connecticut-grown food to schools, restaurants, 29 retailers and other institutions and businesses in the state; (D) seventy-30 five thousand dollars annually for the Connecticut farm link program 31 established pursuant to section 22-26l; (E) forty-seven thousand five 32 hundred dollars annually for the Seafood Advisory Council 33 established pursuant to section 22-455; (F) forty-seven thousand five 34 hundred dollars annually for the Connecticut Farm Wine 35 Development Council established pursuant to section 22-26c; (G) 36 twenty-five thousand dollars annually to the Connecticut Food Policy 37 Council established pursuant to section 22-456; and (H) the remainder 38 for farmland preservation programs pursuant to chapter 422. Each 39 agency receiving funds under this section may use not more than ten 40 per cent of such funds for administration of the programs for which 41 the funds were provided. 42 (b) Notwithstanding the provisions of subsection (a) of this section, 43 fifty per cent of the moneys deposited in the community investment 44 account from January 1, 2016, until June 30, 2017, shall be credited 45 every three months to the resources of the General Fund, provided the 46 funds remaining in the account shall be distributed as provided in 47 subsection (a) of this section. 48 Raised Bill No. 7345 LCO No. 5668 3 of 3 This act shall take effect as follows and shall amend the following sections: Section 1 October 1, 2019 4-66aa Statement of Purpose: To provide a source of funding to lake authorities for the costs of combatting invasive species.
