AN ACT EXEMPTING SEN IOR CITIZENS AND VETERANS FROM TH E 
PASSPORT TO THE PARK S MOTOR VEHICLE REGI STRATION FEE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 14-49b of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective July 1, 2019): 2 
(a) For each new registration or renewal of registration of any motor 3 
vehicle with the Commissioner of Motor Vehicles pursuant to this 4 
chapter, the person registering such vehicle shall pay to the 5 
commissioner a fee of ten dollars for registration for a biennial period 6 
and five dollars for registration for an annual period, except that any 7 
individual who is sixty-five years of age or older on or after January 1, 8 
1994, may, at the discretion of such individual, pay the fee for either a 9 
one-year or two-year period. The provisions of this subsection shall 10 
not apply to any motor vehicle that is not self-propelled, that is 11 
electrically powered, or that is exempted from payment of a 12 
registration fee. This fee may be identified as the "federal Clean Air Act 13 
fee" on any registration form provided by the commissioner. Payments 14 
collected pursuant to the provisions of this [section] subsection shall be 15  Raised Bill No.  7347

deposited as follows: (1) Fifty-seven and one-half per cent of such 16 
payments collected shall be deposited into the Special Transportation 17 
Fund established pursuant to section 13b-68, and (2) forty-two and 18 
one-half per cent of such payments collected shall be deposited into 19 
the General Fund. The fee required by this subsection is in addition to 20 
any other fees prescribed by any other provision of this title for the 21 
registration of a motor vehicle. No part of the federal Clean Air Act fee 22 
shall be subject to a refund under subsection (aa) of section 14-49.  23 
(b) For each new registration or renewal of registration of any motor 24 
vehicle with the Commissioner of Motor Vehicles pursuant to this 25 
chapter, the person registering such vehicle shall pay to the 26 
commissioner a fee of ten dollars for registration for a biennial period 27 
for the following registration types: Passenger, motorcycle, motor 28 
home, combination or antique. Any person who is sixty-five years or 29 
older [and who obtains a one-year registration renewal under section 30 
14-49 for such registration type shall pay five dollars for the annual 31 
registration period] or a veteran, as defined in section 27-103, shall be 32 
exempt from the requirement to remit such fee. The provisions of this 33 
subsection shall not apply to any motor vehicle that is not self-34 
propelled or that is exempted from payment of a registration fee. This 35 
fee shall be identified as the "Passport to the Parks Fee" on any 36 
registration form provided by the commissioner. Payments collected 37 
pursuant to the provisions of this subsection shall be deposited in the 38 
Passport to the Parks account established pursuant to section 23-15h. 39 
The fee required by this subsection is in addition to any other fees 40 
prescribed by any other provision of this title for the registration of a 41 
motor vehicle. No part of the "Passport to the Parks Fee" shall be 42 
subject to a refund under subsection (aa) of section 14-49.  43 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To exempt senior citizens and veterans from the motor vehicle 
registration fee associated with the Passport to the Parks Program.
