Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 10-95h of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective July 1, 2019): 2 (a) Not later than November thirtieth of each year, the joint standing 3 committees of the General Assembly having cognizance of matters 4 relating to education, higher education and employment advancement 5 and labor shall meet with the chairperson of the Technical Education 6 and Career System board and the superintendent of the Technical 7 Education and Career System, the Labor Commissioner and such other 8 persons as they deem appropriate to consider the items submitted 9 pursuant to subsection (b) of this section. 10 (b) On or before November fifteenth, annually: 11 (1) The Labor Commissioner shall submit the following to the joint 12 standing committees of the General Assembly having cognizance of 13 matters relating to education, higher education and employment 14 Raised Bill No. 7351 LCO 5957 {\\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-07351- R01-HB.docx } 2 of 4 advancement and labor: (A) Information identifying general economic 15 trends in the state; (B) occupational information regarding the public 16 and private sectors, such as continuous data on occupational 17 movements; and (C) information identifying emerging regional, state 18 and national workforce needs over the next thirty years. 19 (2) The superintendent of the Technical Education and Career 20 System shall submit the following to the joint standing committees of 21 the General Assembly having cognizance of matters relating to 22 education, higher education and employment advancement and labor: 23 (A) Information ensuring that the curriculum of the Technical 24 Education and Career System is incorporating those workforce skills 25 that will be needed for the next thirty years, as identified by the Labor 26 Commissioner in subdivision (1) of this subsection, into the technical 27 education and career schools; (B) information regarding graduation 28 rates for the Technical Education and Career System and the 29 employment status of students who graduate from or complete an 30 approved program of study at the Technical Education and Career 31 System, including, but not limited to: (i) Demographics such as age 32 and gender, (ii) course and program enrollment, [and completion,] (iii) 33 course and program completion rates and graduation rates, including 34 such completion and graduation rates disaggregated for each course 35 and program of study, (iv) employment status, and [(iv)] (v) wages 36 prior to enrolling and after graduating; (C) an assessment of the 37 adequacy of the resources available to the Technical Education and 38 Career System as the system develops and refines programs to meet 39 existing and emerging workforce needs; (D) recommendations to the 40 Technical Education and Career System board to carry out the 41 provisions of subparagraphs (A) to (C), inclusive, of this subdivision; 42 (E) information regarding staffing at each technical education and 43 career school for the current academic year; and (F) information 44 regarding the transition process of the Technical Education and Career 45 System as an independent agency, including, but not limited to, the 46 actions taken by the Technical Education and Career System board and 47 the superintendent to create a budget process and maintain 48 Raised Bill No. 7351 LCO 5957 {\\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-07351- R01-HB.docx } 3 of 4 programmatic consistency for students enrolled in the technical 49 education and career system. The superintendent shall collaborate 50 with the Labor Commissioner to obtain information as needed to carry 51 out the provisions of this subsection. 52 Sec. 2. Subsection (a) of section 10-95k of the general statutes is 53 repealed and the following is substituted in lieu thereof (Effective July 54 1, 2019): 55 (a) Not later than January 1, [2017] 2021, and biennially thereafter, 56 the Technical Education and Career System board shall prepare a 57 summary report concerning the Technical Education and Career 58 System and shall submit the report directly to the joint standing 59 committee of the General Assembly having cognizance of matters 60 relating to education in accordance with the provisions of section 11-61 4a. The report shall include demographic information for the 62 preceding two school years on applicants for admission, students 63 enrolled and graduates, and a summary of the capital and operating 64 expenditures. Such information shall be provided for the Technical 65 Education and Career System and for each technical education and 66 career school and satellite facility. Enrollment information shall be 67 reported by race and sex and by specific trade programs. Applicant 68 information shall include the number of applicants, the number 69 accepted and the number enrolled reported by race and sex. 70 Enrollment capacity for each school and projected enrollment capacity 71 for the subsequent school year shall be developed on the basis of a 72 standardized format and shall be reported for each school and satellite 73 facility. The report shall also include assessment of student outcomes 74 including, but not limited to, mastery examination results pursuant to 75 section 10-14n, retention and [completion] graduation rates, including 76 such graduation rates disaggregated for each trade program, and 77 postsecondary education or employment based on graduate follow-up 78 and, for purposes of employment placement, state unemployment 79 insurance wage records. 80 Raised Bill No. 7351 LCO 5957 {\\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-07351- R01-HB.docx } 4 of 4 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 10-95h Sec. 2 July 1, 2019 10-95k(a) ED Joint Favorable
