AN ACT CONCERNING A STUDY OF THE EDUCATION COST 
SHARING FORMULA. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a task force 1 
to study issues relating to the education cost sharing formula, as 2 
described in section 10-262h of the general statutes. The task force shall 3 
review such formula and consider the following: (1) The effect of such 4 
formula on the distribution of state education funds to (A) towns of 5 
different sizes, and (B) urban, suburban and rural towns, and (2) the 6 
effect of the phase-in of funding levels, as described in subsection (c) of 7 
section 10-262h of the general statutes, on the predictability and 8 
sustainability of education funding for towns. 9 
(b) The task force shall consist of the following members: 10 
(1) Two appointed by the speaker of the House of Representatives, 11 
one of whom is a representative of the Connecticut Association of 12 
Boards of Education, and one of whom is a representative of the 13  Raised Bill No.  7355

Connecticut Education Association; 14 
(2) Two appointed by the president pro tempore of the Senate, one 15 
of whom is a representative of the American Federation of Teachers-16 
Connecticut, and one of whom is a representative of the Connecticut 17 
Association of School Business Officials; 18 
(3) One appointed by the minority leader of the Senate who is a 19 
representative of the Connecticut Federation of School Administrators; 20 
(4) One appointed by the majority leader of the House of 21 
Representatives who is a representative of the Connecticut Association 22 
of Public School Superintendents; 23 
(5) One appointed by the majority leader of the Senate who is a 24 
representative of the Connecticut Conference of Municipalities; and 25 
(6) One appointed by the minority leader of the House of 26 
Representatives who is a representative of the Connecticut Association 27 
of Schools. 28 
(c) All appointments to the task force shall be made not later than 29 
thirty days after the effective date of this section. Any vacancy shall be 30 
filled by the appointing authority. 31 
(d) The speaker of the House of Representatives and the president 32 
pro tempore of the Senate shall select the chairpersons of the task force 33 
from among the members of the task force. Such chairpersons shall 34 
schedule the first meeting of the task force, which shall be held not 35 
later than sixty days after the effective date of this section. 36 
(e) Not later than January 1, 2020, the task force shall submit a 37 
report on its findings and recommendations to the joint standing 38 
committees of the General Assembly having cognizance of matters 39 
relating to education and appropriations and the budgets of state 40 
agencies, in accordance with the provisions of section 11-4a of the 41 
general statutes. The task force shall terminate on the date that it 42 
submits such report or January 1, 2020, whichever is later. 43  Raised Bill No.  7355

This act shall take effect as follows and shall amend the following 
sections:
